The Comprehensive Plan is the community’s vision for Blacksburg’s future. This is the document that helps guide decision making in our community. The plan covers topics such as sustainability, housing, infrastructure and public services, economy, transportation, parks, and land use. The plan was last updated in 2016 and we are doing a major update to address how the community has changed.

In 2017, we engaged with the community through a public input survey and several community meetings to kick-off the update process. Based on that engagement, staff and the working group of citizen volunteers drafted updates to the plan chapters and maps. Does the updated plan capture your vision for Blacksburg’s future?   • Town Council Public Hearing

    The Town Council will be holding a public hearing on the 2021 update to the Comprehensive Plan on Tuesday, April 13, 2021 at 6:30pm in the Roger E. Hedgepeth Chamber, 2nd Floor Municipal Building, 300 South Main Street.


    There will be an opportunity for the public to comment on the Plan with appropriate Public Health Emergency provisions addressing social distancing in place. For individuals preferring to remain at home, the meeting will also be broadcast live on Comcast cable, WTOB Channel 2 or you may stream it live here. Comments may be submitted via letter or email to compplan@blacksburg.gov.


    The 2021 Update includes proposed additions and revisions to each of the 11 topical chapters and introduction of the Plan. Changes also include updated data and mapping in each chapter, addition of a new chapter on Equity & Community Wellbeing, four private comprehensive plan Future Land Use map amendment requests, and staff recommended changes to the Future Land Use map series.
