What is Zoning?
Zoning regulates what structures and land are used for, where a structure may be located on a lot, and how big that structure can be. It also regulates other elements of site development, such as accessory structures, parking, and landscaping. Zoning regulations are organized into mapped districts across the Town, allowing standards for use, building size, setbacks, and development to be tailored to the unique character of different areas of Blacksburg.
Why do we need to update this now?
It has been several decades since the Town of Blacksburg last undertook a comprehensive update of its Development Code. Over time, the Code has been amended through a series of incremental changes intended to address specific issues or priorities as they arose. Their cumulative effect has produced a regulatory framework that is increasingly difficult to navigate and challenging to administer and enforce.
Moreover, the existing Development Code does not fully implement the Town’s long-term vision and policy direction as established in the Town's comprehensive planning initiatives. A modernized Development Code presents an opportunity to address these shortcomings by simplifying and clarifying regulations, reducing unnecessary procedural barriers, and more effectively translating adopted community goals into clear, predictable development standards. In doing so, the updated Code can provide greater certainty for residents, property owners, and developers while better aligning new development with the Town’s expectations for growth and change.
How can I get involved?
As the project moves forward, the Town of Blacksburg will provide multiple opportunities for community members to learn about the ReCode Blacksburg process, ask questions, and share feedback. Information about upcoming meetings, workshops, and engagement opportunities will be posted on this site as they are scheduled. Community members are also encouraged to submit questions or comments at any time using the questions feature at the bottom of this website.
