Midtown Police Station and Parking Garage

In May 2019, Blacksburg Town Council approved the rezoning of the Old Blacksburg Middle School site at 501 S. Main St. from R-4, Low-Density Residential to DC, Downtown Commercial.

A development agreement with Midtown Partners, LLC followed in 2020. Midtown Partners, LLC will build out new commercial and restaurant space, offices, a hotel, apartments, and townhomes, as well as a public plaza and commons, a new town park, a cycle track on Eheart Street, and a greenway trail through the property.

The Town will construct a 300-space public parking garage and a long-awaited new Police Station.

Police Station and Public Parking Garage

The town entered into a PPEA agreement with WM Jordan for a Public Safety Complex (Police Station) and 300-space Parking Garage. The current police station at 200 W. Clay St. was built in 1982 and housed 25 police staff. The police department has grown to 86 staff (63 sworn officers) with no cost-effective options to add on to the current building and site. The current facility is 14,000 square feet.

The new Police Station will be a modern and safe facility with 37,000 sf of space for police operations. The building will also include a 100-seat community room for meetings and other public use.

Project Cost and Funding Mechanisms

  • Police Station: $16.5 million
  • Parking Garage: $9.8 million

The Police Station is funded through a General Obligation Bond and taxes paid into the Town’s General Fund. The Public Parking Garage is funded through a General Obligation Bond and tax revenues generated by the Midtown development, including real estate, meals taxes, business licenses, and lodging taxes.

In addition, a Special Services Tax District has been established over the boundaries of the development levying an additional $0.20 real estate tax dedicated to the repayment of the parking garage bond.
